Upgrading the .toml file and removing unnecessary build related files. Sadly we were not able to completely remove the setup.py because of dynamically grabbing NumPy headers. For more information see: pypa/setuptools#4154.
This was tested locally, but ideally another person should test to confirm the .so files are being generated properly by more than just me.
