While this does download the new version, when it builds, it still uses the already extracted, old version.

This is expected. If you want to ensure a clean rebuild when debugging locally, you should use the --with-clean option.

--with-clean removes all the built libraries as well, though. I think when the php version that was last downloaded changes, a php-src + extension recompilation should automatically be triggered.
