Dragging a field to the top through a scrolling page can be a challenge when you have many fields and field groups.

Agreed. A solution would be to keep Field Layout Designer as it is now with two small tweaks:

1. Allow user to select one tab group at top.
2. Click field below instead of drag to add to selected tab group.

Alternative solution: allow user to add fields from tab group. At bottom of each tab group have an ajax lookup texbox. Type in textbox to find fieldname and hit enter to add.
