Rename [dcl.attr.grammar] to [dcl.attr.general]

It's surprising that the first section of [dcl.attr] is named [dcl.attr.grammar]. While it does contain the grammar, it also specifies semantics that are common to all attributes and sections like this are usually named .general.

This change is proposed to become a part of #7399
