I am also wondering if we should add a CHECK_OPEN_SSL_PADDING_SET to report that indicates that a return code of -2 means the operation is not supported by the public key algorithm. |

By ignoring the returncode openssl will default the padding this may conflict with the intention to disable the PKCS#1 v1.5 padding
