Summary

In #4723 we added the SnapshotterExtension for the 08-wasm module in order to export and import state used in the wasmvm cache.

Add an E2E test which leverages snapshots of nodes at some block interval n. We can then attempt to state sync a new node using the exported snapshots.

This may require a longer running test setup in order to produce a meaningful number of blocks for use with snapshotting. We should ensure that its possible to resync nodes from genesis using state-sync in the E2E test env.
