Summary

Since we will be adding more modules, it definitely makes some sense to add a re-usable workflow which could be called by all.

Currently we do two steps: build and then test. It could be the case that we'd like to add more steps/change steps and it would be beneficial to keep changes localized to the single re-usable workflow file.
