Description
Tagging v0.40.0-rc4 will occur immediately after this merge.
This contains one PR cherry-picked against rc3:
SetInitialVersionv0.40.0-rc5 will be the next release candidate containing more a more significant changelog. We've opted to get this minor rc3 out first as it is needed by validators currently running the simulated upgrade for the currently undeway Stargate testnet.
