Description

Add nft module command line and unit test,refer #9826

Some of the query commands could be improved IMHO but otherwise this looks pretty close

How does one query just by owner? This seems a bit confusing and could be improved.

The owner in GetCmdQueryNFTs is an optional parameter. Now I change it to flag and pass it in. Will it be clearer than before?
