Summary of Bug
The binary init command doesn't honor the config file's entry for chain-id.

Steps to Reproduce
After make install run the following commands (also i was getting an error whenever i didn't explicitly include the log_level flag for some reason?

(also while we're here, is it possible to include the home flag in the config? I know there's some weird circular dependencies but I'm using a node in some other application's tests and it would be really great to just configure the home once and not need to include it in every command when i need to use something besides the default)
