Remove dgrijalva/jwt-go go-mod replace

Summary

In #13093 we added go-mod replace to fix a security issue in dgrijalva/jwt-go
https://github.com/dgrijalva/jwt-go is deprecated, not maintained and has security issue.

This replace should be removed once dgrijalva/jwt-go is not used any more by the peer dependencies.
