Make use of new logging functionality

Parse log-level and apply the filter. Also set tracing logger on - - trace flag.

Make sure Basecoin logs stuff properly. Like with good keys.

We should also add some debug logging for the acutal rpc responses in basecli, to help trace down issues people have.
