add ibc data from cosmos/relayer repo

Summary:

This PR adds all of the IBC data from the Relayer repo.
Specifically the data in the interchain folder: https://github.com/cosmos/relayer/tree/main/interchain

The cosmos relayer will soon point to the chain-registry to automatically configure paths for relaying (cosmos/relayer#753)

Notes:

• All of the osmosis files have been excluded as those are currently waiting for Add osmosis IBC files #369 to merge.
• Unfortunately all of these paths are untagged : (

Todo:

• Merge further validation for _IBC data files #379 first to ensure proper validation of files.
