Store Gateway: Support hedged requests to object store

Hedged request is a way to help with long tail latency as mentioned in https://cacm.acm.org/research/the-tail-at-scale/.
This can help reduce P99 latency.

Port https://github.com/thanos-io/thanos/pull/7860 to Cortex store gateway.
