Remove appropriate environment from CLI after cortex cluster down

Description

After a user has spun down a cluster using cortex cluster down successfully, remove the CLI environment associated with that endpoint.

Motivation

Cortex commands following cortex cluster down would automatically prompt the user to configure the CLI instead of making a request to the previous operator that has already spun down.
