Cortex is switching to Puma! Slight performance benefits await, and we should also now be running Puma locally - a Rails 5 default. Additionally, this PR continues our Rails 5 migration by changing up some config defaults and adding some sensible new files from the Rails 5 migration guide. Lastly, to support the Puma migration, we now force-restart the server on every C66 deploy - a warning/caveat delivered in the C66 documentation that could be necessary for reliable deploys.
