[Bug] Failed to view HTJ2k compressed images in OHIF v3.11.0, suspecting codecs #2647

Describe the Bug
I'm using OHIF v3.11.0 and Static Dicomweb v1.6.11 as my datasource. I config the static dicomweb to compress the data using HTJ2K and when I view the study on my Viewer, there are errors and the image fails to load
Steps to Reproduce
This is the compressed data produced by Static Dicomweb v1.6.11 using scp

The current behavior
The series is unable to be viewed
The expected behavior
The series should show the image
