Hover state missing from message text, and reply and delete icons

Hover on message should have a light gray background; this might require wrapping every message in an additional div with padding inside and adjusting the spacing between avatars and the new message text div

Hover on icon buttons should also have a light gray circular background on hover. Both states are shown in the screenshot below

Note that the icons should be 20px (currently 24) with gray circle background/click area of 24px
