Depends on: #38
Implement drain in replica:
- Receive drain_start
- Stop accepting new prepares
- Flush pending commits
- Send drain_status when complete
Acceptance:
- Drain completes successfully
- No new prepares during drain
- Pending ops committed
- Integration: drain + restart
