feat(service): add Snipe-IT as a service

Changes

Added Snipe-IT v.8.5.0 as a service, current configuration should allow for other versions to be used (I have not tested this). All environment variables (required and optional) are included in the template, with the sole exception of the php upload limit configs.

Added a healthcheck for the app service that simply calls the /health endpoint via curl.
