Migration of `k9withabone/compose_spec_rs` to the `containers` organization

In the last Podman community meeting (2026-02-03) I already suggested to move the ownership of k9withabone/compose_spec_rs to the containers organization.

compose_spec_rs provides the Docker Compose specification as a Rust library. That library will be used in the Podlet project.

I am fine with adding this repo. Though two things I would like to see there (and also on podlet and well other community maintained repos) is to have their own security policy, i.e do not point them at our podman lists https://github.com/containers/podlet/blob/main/SECURITY.md. The podman team should not need to know about security problems in podlet and all we can do is redirect them to you anyway.

Second have a maintainer list, something like https://github.com/containers/podman/blob/main/MAINTAINERS.md. I am not saying there needs to be a governance and all these roles but a simple list which could even be on the readme who manages/owns each repo would IMO be super useful as the containers org has a ton of repos with different people and it is not really clear always who currently maintains what there.

Anyhow this is my personal opinion and not necessarily a blocker if other members don't think we need that.

Concur with @baude - I am LGTM with moving this in once we have a security policy and maintainer list.
