This isn't used now that GitHub Actions CI is used.
The old format is considered deprecated by cargo.
This changes links to correctly use `vec_map` rather than `vec-map` and to use the newer badge link format for the GitHub Actions CI.
* Update `actions/checkout` to the current v4. * Update the `swatinem/rust-cache` action to the current v2. * Replace `actions-rs` actions as they haven't been maintained for a long time.

Given the text in the README, I tried to keep these to minimal things and separated into easy to review forms.
