Move Operator status to Matrix rain tooltip

Summary

• Remove the Operator status word from the Matrix-rain title line.
• Track the Operator title text as a hover target and show the current status in a tooltip.
• Keep the widget count / stack navigation in the title line.
• Update the Operator widget viewport spec to describe the tooltip status placement.

Testing

• cargo check -p agentd-cli
• cargo test -p agentd-cli matrix_rain
• cargo build

Notes

This PR touches crates/cli, so the relevant binary is agent.
