This is a simplified version of #510. It adds the Sorbet typechecker to this project as well as some Rake tasks to make it easier to update the RBI files.
Most of the type signatures in the repo right now are from sorbet-typed or autogenerated by Sorbet, though I did update all my Pundit policy files with signatures.
