Description
Users should be able to configure project by project.
Example values that should be suported for configuration:
- ListArchiveAction: 'pr' (default: 'archive') should force/only use spectr pr archive ...
- SpectrDir: '.kiro' (default: 'spectr') should define where name directory for changes and specs
