Remove obsolete test-strict-mode job from workflow

PR #43 removed the strict input parameter from the action. The test-strict-mode job and all strict: true references in the workflow are now invalid.

• Removed test-strict-mode job that tested strict mode toggle functionality
• Removed strict: true parameter from all remaining test jobs
• Removed test-strict-mode from all-tests-passed job dependencies
