What is the idea?

To provide conda convert as separate package, much like it has been done with conda-index. That part of conda-build is well isolated, almost pure Python with no dependencies, even within conda-build.

Why is this needed?

Reduce the maintenance burden on conda-build, and help isolate the important parts.

What should happen?

Same process as conda-index.
