OpenColorIO: Add version 2.4.0

Summary

Changes to recipe: opencolorio/2.4.0

Motivation

Brings a large set of updates in general and supports the new ACES 2.0 transforms.

Details

Only minimal patches for the CMake needed as before. Same logic, just needed a new patch to work for changed CMake files.

Sorry, had to change the hash for the 2.4.0 release. The tag was reassigned as an unintended commit was accidentially included in the release making the reported version suffixed with "dev" which was corrected.
