Do not report non-members for member_activity_only repos in issues/PRs sections at the end of the report

Looking at https://github.com/con/solidation-con/blob/master/reports/2023-03-13.md#active-issues-in-the-past-7-days-74-5 we have waxlamp, sappelhoff and others from various projects we participate but marked as member_activity_only reported. Those should not be reported there -- only from members ...
