Mark known to be failing matrix runs as xfails and avoid announcing them

So we know that they are expected to fail ATM, and then link to underlying filed issues and/or GOTCHAs for those where failures happen.

Then we need to adopt and potentially generalize into reusable code/action sending email with summary across matrix runs like we do in con/git-annex!
