Accidentally deleted cling llvm rebuild after it was created. Cling build is irrelavent to this PR since I only change clang-repl build. Will merge if Ubuntu arm clang-repl job passes. |

This PR reduces the llvm cache size on Ubuntu by only bulding clangInterpreter clangStaticAnalyzerCore instead of clang-repl.
