Add code of conduct

This repo/organisation is in need of a code of conduct. My suggestion is that we base it the one which llvm has here https://llvm.org/docs/CodeOfConduct.html#when-we-disagree-try-to-understand-why . It should be made to cover all areas of compiler research as a group (e.g. repos, discord channel, etc).
