feat(operator): pass validation options to constructor

As an API consumer,
I need the option to ignore validOperators,
In order to extend Variable.

2. Acceptance criteria

We'll be done when:

• 1. The Operator.constructor function accepts an options argument.
• 2. The options argument has a throws: {boolean} property.
