snapshot pages should not appear until the db is fully loaded with the package set.

Maybe the real solution is to make the db snapshot update more atomic?

Specially now with the strong CloudFlare caching partial snapshot pages are being cached,
and this also affects the comparison with previous snapshot.

This old problem had basically gone away with the previous powerful stackage server.
