Any changes that could be relevant to users have been recorded in ChangeLog.md.
The documentation has been updated, if necessary

No updates to ChangeLog.md and documentation required.

@mpilgrem No need to tamper with /etc/localtime and /etc/timezone.

Setting environment variable TZ is sufficient.

mpilgrem merged commit 06b8dd3 into commercialhaskell:master
