Adds a YAML-based GitHub Issue Form (.github/ISSUE_TEMPLATE/bug_report.yml) for bug reports.

I think you can add a category specific for webui :

  • If there's a bug on the webui (we can keep "webui" for both front/backend)
  • which browser he used if it's a webui bug
