feat: add docker-envbuilder template to coder namespace#928

Migrate the docker-envbuilder starter template from coder/coder to the registry under the coder/ namespace. This enables coder/coder to source all starter templates from the registry at build time. See: coder/coder#22176 Related: coder/coder#19778
This reverts the unsolicited link change. Both original links resolve to valid Coder docs pages, so restoring them per maintainer feedback.
