Help me prioritize for history pages #4

Hello!

I did a query against 10 years of German Wikipedia revision history using the the bundesedit ranges. The result is 38 025 revisions, which is a bit too much to present on a single page as I've done so far.

Do you happen to include non-government edits, perhaps edits made from public libraries or universities? If so, could you help me prioritize the ranges, so that I can get the result set down to a more manageable size? It would help me a lot if you could give me maybe separate files of ranges, plus a title for them, e.g.

bundesedit-pri-1.json: Parliament and ministries
bundesedit-pri-2.json: Regional / city councils 
bundesedit-pri-3.json: Government offices

or something similar. Here are the top 10 IPs in the revision data, ordered by number of edits:
