Shouldn't rvm, rbenv etc. pick up .ruby_version too?

This PR upgrades Ruby to v3.4.7:
Dockerfile.Gemfile- use Ruby version from the file.ruby-version.Gemfile.lock- the Ruby version, and the Bundler version
