This will enable us to start using S3 for image storage.
This updates the base carrierwave config, plus the two image upload classes, to start to use AWS S3. We're doing this to replace our old SFTP server

So I did something strange to my git history and my old PR, #2226 seems to have closed itself.
So - this will replace our existing SFTP approach for storing images with AWS S3 instead.
Before it's put into place, we'll need to put credentials into the appropriate environments
