[Persoană resursă / Profil] Fields "Descriere (Bio)" and "Arii de expertiză" should support Rich text editing

User story

As a Persoană resursă, I want to format my Bio and Areas of Expertise (bold, italic, underline, lists, links) so my profile is clearer and easier to read.

Description

Upgrade the profile edit form for Descriere (Bio) and Arii de expertiză from plain <textarea> to a Rich Text Editor (RTE) with a limited toolbar.

Required formatting:

• Bold, Italic, Underline
• Bulleted list, Numbered list
• Paragraphs / line breaks
• (Optional if easy) Links

Acceptance Criteria

• On Edit Profile, Descriere (Bio) and Arii de expertiză use a Rich Text Editor with the toolbar above.
• Content is persisted and re-rendered correctly on profile view.
• Existing plain-text content is migrated and displayed unchanged.
• (Optional) Mobile: editor is usable on small screens; toolbar is accessible via overflow.
• Only the profile owner (Persoană resursă) and admins can edit; others cannot.
