We shouldn't re-evaluate authorize at each step of a Wizard command #680

Right now, the authorize method is called at each step of a Wizard command, in a use case such as ensuring that a quota is not reached before creating a new model, the authorize will be true at the first step (before the new model creation) and will change to false at the next step (before finishing the wizard).
