Move COVID Act Now API documentation to deactivated section

We deactivated CAN on 2022-01-11 but never moved it from the active indicators section to the deactivated section.

This involves:

• Editing the CAN documentation source to update the parent and list when it was deactivated (see other inactive signal pages for an example)
• Updating the active signals documentation source
