chng inpatient signals aren't documented

They are named 7dav_inpatient_covid and 7dav_outpatient_covid. They should be added to the chng page

Are these signals actually in the DB? Maybe they are at different geo levels, because when I try pulling at county level, I don't get any results. Need to check on that first.

They are only available at the state level. Some documentation went in with #1534
