`lint-deb-package` target doesn't work without lintian

If you want to use the `lint-deb-package` target (https://github.com/cloudogu/makefiles/blob/develop/build/make/deploy-debian.mk#L66), you have to have `lintian` installed or else it will fail. We should add a hint if `lintian` is missing.
