Add nginx-static to cas nginx dependency

The dependency sorting is bugging. The routine in multinode only adds nginx-ingress as cas dependency.
Because the nginx-ingress has no nginx-static dependency it can result in following installation order:

nginx-ingress -> cas -> nginx-static
