cm actual usage (high priority)

we have 

cm quota
cm limits
cm usage

but what we do not have is a command that lets me know if i can still submit vms, e.g. have i reached the maximum.
Horizon provides some user interface like feature, it would be great if we can replicate this isn some commandline fashion
