I need to investigate but for some reason the env creation is always failing for this PR but we don't see the same issue in other PRs. Can you rebase this if possible? I will try to take a look more in a day or two. |

Description of the Change
This PR enables the "multiple service binding feature" for the integration tests. It is required for PR #3712.
Note that a future version of the cloud controller will have the feature enabled by default. Then we can remove this ops file again.
