Description of the Change
This PR enables the "multiple service binding feature" for the integration tests. It is required for PR #3709.
Note that a future version of the cloud controller will have the feature enabled by default. Then we can remove this ops file again.

Enables integration tests for new command "cleanup-outdated-service-bindings".
