This repo contains both the plugin repo server and the metadata for CLI
community plugins.
Some of the requirements for PRs will apply to only one of these parts.

Description of the Change
Allow customer to download newest version of ADBR CLI, with new features for supporting incremental backups and point-in-time restores

Required to expose the new behavior, which includes new command line parameters that will be handled by the service broker
